Solution:

1. Tap on "2" then "3"
2. Take the toolbox and the neon
3. Tap on "2"
4. Use the toolbox on the left broken light on the ceiling
5. Put in the new neon and close the cover
6. Tap on "3"
7. Pull the lever
8. Tap on "2"
9. Get the crowbar
10. Tap on "1"
11. Use the crowbar to break the brick wall
