Solution:

1. Take the snow cleaning tool and the fishing pole
2. Use the fishing pole on the hook that is on the left side of the door
3. Use the tool to clear the snow near the snowman
4. Use the tool to make a hole in the ice
5. Use the fishing pole to catch a fish
6. Give the fish to the penguin
